Create .csv files

I created my Zone_Locator.txt file and moved it to this directory. In the instructions it says to create the following files. How do I create these files? 2. Create and upload to /catalog/admin/fedex_local/ folder: /catalog/admin/fedex_local/2005_FedEx_RatesBySvc_2Day.csv /catalog/admin/fedex_local/2005_FedEx_RatesBySvc_ES.csv /catalog/admin/fedex_local/2005_FedEx_RatesBySvc_FO.csv /catalog/admin/fedex_local/2005_FedEx_RatesBySvc_PO.csv /catalog/admin/fedex_local/2005_FedEx_RatesBySvc_SO.csv /catalog/admin/fedex_local/2005_FedEx_US-Ground.csv /catalog/admin/fedex_local/2005_FedEx_US-HomeDelivery.csv /catalog/admin/fedex_local/Zone_Locator.txt
