OS Commerce Tax conflicting with Paypal account settings

I have a dilema which i would appreciate any help or guideance with please. I've just started building a site and have run in to a conflict with how OSCommerce links in to an existing paypal account which I use for payments received from ebay. So how does ebay link in to this , I'll explain shortly

In OSCommerce, I've configured VAT at 17.5% and display the price for each item including VAT which I believe one would only expect for a UK store. I don't want to display or put values visiable to customers without tax.

Now in Paypal, I've also had to configure VAT at 17.5% for sales which I run through Ebay. I run my ebay auctions exclude VAT because ebay is pants at dealing with VAT. Ebay doesn't help or try to help with backward calculations of VAT for final selling prices for businesses. Plus I find that I increase my sales value if I exclude VAT in the bidding price! With this, Paypal creates a very nice invoice which I post with the items and helps me cut down on paperwork.

So how does this link to OSCommerse you are probably asking.... Well, what I'd like to do is keep the tax and final selling price in the "Order Confirmation" as it currently is:

Sub-Total: ?0.50

Flat Rate (Best Way): ?0.12

VAT 17.5%: ?0.09

Total: ?0.62

then only carry the value of the subtotal through to Paypal and let Paypal deal with the tax. Does anybody know how to do this? Is this possible?

As an aside, I would also like to configure Shipping costs values as per Paypal. ie

Cost Price Ranges

?6.50 ?0.01 GBP ? ?9.99 GBP

?5.50 ?10.00 GBP ? ?24.99 GBP

?4.50 ?25.00 GBP ? ?39.99 GBP

?3.50 ?40.00 GBP ? ?54.99 GBP

?0.00 ?55.00 GBP ? and up

Need to check the forum for this but if anybody has any quick advise I'd gladly appreciate it.

Thanks in advance...
