Seen this??

When attempting to access the admin directory on a new install I'm getting this:

Fatal error: Cannot re-assign $this in /usr/local/www/data-dist/shgov/catalog/admin/includes/classes/upload.php on line 31

Has anyone seen this before and can you possibly point me in the right direction. All else with the install is good.
