How to create a Zone only for One City

Hi,

I'm trying to find out how to create a Zone only for one city.

I want to deliver for free purchased goods for the customers living in my home city.

I already installed a contribution called Free Delivery.

For its proper work - that means, it appears only for the customers registered in my city -

the zone should be created.

 

But my admin allows only to create Zones for Country and State.

 

If somebody could help me with this - I'll be very thankfull :)
