How do I run this Promotion in osCommerce?

I'm looking for a way to include this preorder promotion that we do into our store. Here is what I need to do: The customer must order from a list of products that I specify, before a certain date and then a discount would be applied to the order (optional).

 

I import my database from Excel with EasyPopulate, so the only thing I can come up with is making a list of the preorder items in the Excel file and then make it go into a "Preorder" category. Then I could manually add a discount, or use a contribution. That's the best I can come up with. There aren't any rules in place, so people could just order from other categories as well.

 

An ideal solution would be a list of products with a qty column that customers could fill out and then then submit it to us. I just don't know how to do that.

 

Any other ideas would help out a lot, thanks. :)
