config problems

I am trying to install on anlocalhost server. I go through the install proceduere which take me to step 7 (using the sample oscommerce.sql) when it says I am through, it gives me choices to click on admin or catalog. bothe open new windwos with a 4003 error. if i rename the install folder as the manual sugetsts. I get no graphics and it seems to not finish loading when accessing it through another machine on the LAN. I have set paths for the css, but to no avail.

 

The first option where it would take me to the admin or catalog is what I would like. Any ideas as to why I get the 403 error?
