How to use Zones Rates in Shipping Modules?

I'd like to use the Zones Rates module but I don't

really understand how to use it... :

I've tried to edit it, but i only see one editable zone.

I would like to separate countries in 4 zones but i

don't know how to do...

Does anybody know?
