Newbie questions- could use some help

The customer Im setting this up for would like to be able to have a couple of things that Im not sure about done on the store site:

 

 

 

1. Is there any way to have shipping options when checking out (overnight, 2nd day, ground) WITHOUT using one of the shipping options like UPS or USPS?

 

2. They like to deal with their customers one on one, so they would like to force a phone # option for the customer to purchase anything so they can call them. This leads to the other part, they dont want the customer to put in any CC or COD options when checking out, as they handle that over the phone with them.

 

It seems strange, but they deal with their resellers and franchise people and handle them one on one. The store is just meant to take some of the work out of it.

 

If there is someplace I can look to find what I need or if anyone can help, I would sure appreciate it.
