They stay in as long as you keep the same window open. You can go to other sites, then come back to the cart and your stuff is still there. But if you close that window down, then come back later the stuff is gone. Now it works if you logged in with an account, stuff will stay in there indefinitly. But most people wont go through the time to create an account if they arent sure if they will buy. This does dicourage customers from coming back, especially if they spent a lot of time adding stuff to a cart only to come back later to find it empty.

That's the way it is supposed to work. If a visitor closes the window, then he should know his temporary information is lost. You could try turning on Force Cookies in admin. I'm not sure if that keeps cart contents but it is worth a try if it is important to you. However, if a different visitor doesn't have cookies enabled on his computer, you may lose him as a customer since cookies have gotten a bad reputation and many won't enable them.

See my posts about sessions in case you are creating links on your page to other sites or to pages on yousite but outside your cart. If you are creating links to other sites, put target="_new" in the href properties so that a new window is created in the user's I browser rather than interrupt your cart. I THINK cookies will work OK with out forcing them if certain conditions are met: (e.g. the user allows cookies, you don't have a shared certificate. ) I have read posts by OSC veterans recommending against cookie forcing.
