VAT Number entry & verification?

Is there an internal feature or contribution making it possible to add a VAT number entry to the customer info, which will verify its format somehow and substract VAT from the order total for valid VAT numbers?

 

I found one contribution which adds VAT numbers to the customer fields, but it generates an error when I get to checkout_shipping.php (a file which the contribution doesn't replace) - and I also think it doesn't do anything with the order total.

 

Any ideas?
