Not all of the tables you need in your database are in there - and maybe none at all, as the configuration table is the first one the site looks for.

 

If this is a new installation then access your database via phpMyAdmin, tick all of the tables and elect to 'drop' them all. Then click the SQL tab and use the Browser function to locate the oscommerce.sql file in the install folder for osCommerce (on your computer). Then click the 'Go' button and the default database tables will be inserted.
