Manager config error

File Manager displays the root directory but if I click on a folder in the root it just displays the root directory again.

 

I have found out by uploading a file that its uploading into the user directory ie not thie root directory of the site but the one before (user). This may be part of the fault cased by bad configuration by myself.

 

What configuration file do I need to change and what line I have had a go at changing the configure.php in the includes of admin line below

 

define('DIR_FS_DOCUMENT_ROOT', $DOCUMENT_ROOT);

To

define('DIR_FS_DOCUMENT_ROOT', '/user/local');

But its still the same.
