New store

I need some suggestions on how to handle this scenario. customer go to site orders item, then is asked whether to pick up or deliver. I have 14 stores, how would I have order processed at the store they choose. I am not worried about actually on hand inventory, becasue that could be transferred from another store.

I have fax machines @ all stores, but no pc/ inernet access. would it be best to have the head office handle all orders & charges, then fax order with customer info to the correct store?
