USPS Shipping modules can't edit

I just installed usps 2.8

I am going down the readme file on step by step instructions, and there is NO file to upload for steps 5 and 6!!

 

So I went to configure the module and when I click usps I get the install so I do that but then when I click on edit I don't get the edit screen.

 

 

Help please??
