Debug Question

I've been trying to install the Quantity Price Breaks Per Product contribution to no avail. I've done it three times now, so I know it's not just a copy/paste mistake. So I'm wondering if there's a good PHP debugger out there that's popular among this community or any other way of fixing my problem. How do you all find and fix problems when they crop up?
