popup_privacy.php not displaying text

when the user goes to create a new account - and that click on the link to 'Our privacy statement. ' below the 'I have read the privacy notice and I agree to it: '

 

the page popup_privacy.php displays but with no text in it. Does anybody have any ideas here?
