WYSIWYG 1.7 doesn't show-up in localhost

Pls. help me! i don't know what's wrong with my setup. I use IE 6.0 SP2 I also disable the firewall and installed the JAVA runtime environment. my problem is the WYSIWYG 1.7 doesn't show up in my localhost but if i upload in live server www. the WYSIWYG 1.7 is there! anybody know what happen?
