Creating Attribute Groups

This is my first try at OsCommerce. I need to add some product attributes, but (after consulting the help page) I discovered my screen looks nothing like the diagram on the help page. The Attribute Groups are missing, Total Entries, and Action columns are all missing. I can insert/edit individual product options and option values, but that isn't doing me much good without the attribute groups.

 

I work for a non-profit and am trying to create a way for people to join our organization online; there are several different options and membership categories, which is why we need different attributes.

 

How can I create attribute groups without the first screen pictured in the help manual?
