Sales tax being charged outside of the USA

Hey guys and gals

 

Right now I have sales tax set up for PA residents only (USA) at 6%. This is the only sales tax I have installed.

 

I just had an order go through today that was going to France. For some reason they got charged 6% sales tax as well.

 

Is there a bug of some sort that causes other countries to get charged tax? Or do I just have it set up wrong? Everything looks ok to me...when I place orders from every other state except PA it works fine, IE no tax gets charged, and when I place an order from PA I get charged the 6% tax. So why would someone from outside the USA be charged tax? I'm stumped.
