If you use the default free shipping option of osCommerce you will have to look inside the (catalog)/includes/modules/order_total/ot_shipping.php At least, that seems the most logical spot to me to do something with it. Then you would have to look for the products inside the shopping cart and get the manufacturer for one or more of these products. Maybe this already helps a little bit ?!
