State Tax Help

I have done my best to read the the forums and the official knowledge base instructions on creating a Tax Zone: osCommerce I have tried countless config's to the point I had to restore my database. I would simply like to charge sales tax on residents from California. I cannot get the Tax to show up from a test user when ordering with a California Address. Would appreciate any help with configuration?

 

Here are my screen shots from what I have tried to do:

 

Set up Tax Zone for CA Resident:

 

Edited the Details in this Zone

 

Taxable Goods Class:

 

CA Tax Rate Entry:

I was able to succesfully do this after assigning to products. Something I had tried, had complications, but reset the zone, class, rates and was succesful on a test site and the site about to "go live"

I have been having a problem where everyone was charged state tax, I was totally missing the "details" on the Tax Zone.

 

FWIW, even after filling in the details it didn't work until I deleted Zones/Classes/Rates and re-entered everything from scratch (including details).
