Flat Rate Shipping - Multiple

Hello,

 

I'm trying to setup multiple table rates for different shipping destination.

 

Here is what I want to do, I want to setup a table rate for Canada, USA and the rest of world.

 

Is there a way of doing this and if so, how would one go about doing so.
