I must admit that I have not seen this particular error before with PayPal, but sometimes you can get odd errors appearing when there is a problem with the site you're linking to - in this case PayPal - so worth checking out if they are having problems at the moment.

 

If you are trying to use encryption for your payments then make sure you have the correct settings in your IPN module, and if you're not using encryption in that module then make sure that you have not signed up for encrypted payments with PayPal.

 

Check that you are using the correct e-mail address for your PayPal account, and make sure that it is not set to run in Test Mode without your having a PayPal Sandbox Account set up.
