zipcode based zones?

is there a way to make a zone based on a set of zipcodes. what I'm trying to do is make a zone that I can do pay on delivery and free shipping. I want to be able to add the zipcodes of some our of bigger customers that we normally deliver too so they can order from our site and not have to mess with the online payment/shipping stuff.

 

actually even better is if I could do this by customer account?

There are a couple of contributions that allow you to set up zip code based zones for tax purposes. Once you have a zone set up, you should be able to use it for shipping with the Zones module.
