Please help - Need help fast - Agree to Terms

Authorize.net is making put an Agree to terms before checkout.

 

I have done this and it's at the confirmation page of checkout.

 

The idiots say it must be sooner int he process. So I placed one at member signup. Still they will not take it.

 

How can I add an agree to terms checkbox in the Shipping page?
