No address appearing in "Ship To" on invoice

Ive noticed on most of my orders some dont have an address under the ship to section, you know you have the sold to then ship to sections, well no address appears under the ship to, just a comma most of the time.

 

On some orders it does appear htough unde rthe ship too, whats going on please!!!

If you have downloads enabled and the weight is 0, the shipping address won't show.
