Login and Create account target...where?

So I apologize as I am a noob when it comes to php. I did a little searching and couldn't find what I was looking for so decided to ask.

 

I can't for the life of me find where and in what file the targets are stated for the Login and create account actions. When I click on them it takes me to an invalid page because the target isn't complete. It's missing the preface and seems to have another issue or two like it doesn't like the secure server but one thing at a time I guess. For now I just need to know where the target information is stored. Can anyone help me?
