Can't get chmod for configure.php

Warning: I am able to write to the configuration file: /home/public_html/catalog/includes/configure.php. This is a potential security risk - please set the right user permissions on this file.

 

I am pulling my hair out over this. Can't get the darn message to go away. I have tried everything...used WS_FTP to chmod it, dreamweaver, etc. All say it is successfully set to 644 or 444 (have tried both). Either way I can't get the message to go away. Any help is much appreciated.

I think I just figured it out. Set chmod from within the server CP. Apparently this new server doesn't let me chmod stuff from FTP client. Well sorry for bothering you guys.
