STS basically takes the individual functions of osC (boxes, content, header, footer) and wraps them in a hunk of code that can be called from 1 or more template files. PHP can not be added to the template file. BTS does it kind of differently and preserves the ability to add code to it's template files but is more complicated to install and use. There's some folks who say not to use either (and especially STS) as they add unwanted database calls. I haven't had a problem as of yet and suspect you really have to be doing A LOT of business (something in excess of a few hundred thousand page views per month which is the busiest store I've worked on) or have A LOT of products and categories. Either or will do the trick but STS is MUCH easier to implement and modify, IMHO. There are some threads on the efficacy of of either for a given purpose on the boards. Hunt around. You'll find them.
