Linking to an html page from Download controller

I have a product which requires linking to another server where an app must be run befoe the final product can be downloaded. I thought I could place an html file in the download directory which contained a link, but the download controller doesn't seem to allow that. Is there a way I can link to an html file after payment? The astrology product we are selling requires the purchase to fill out a form before a customized report can be downloaded. Can I link them with an http: link to another url? I would prefer to give them instructions before linking them to the app on the other server which is why I'd like to link them to an html page?

Thanks. I was hoping there might be a way.

Alternatively, is there a contribution to send out a different email according to the product being sold? In this case I could email a link .

 

I guess I could create a pdf and put a link in it?
