Make users pay for registration

I will have to make a site where users will have to pay a fee when registering, to be able then to upload files and so, and maybe I'd like to be able to make them pay a fee even each time they upload (but I think this is not really necesary)

 

is oscommerce suitable?

 

can you show me a site where I can see something similar already solling?

how are credit cards processed with oscommerce?
