Credit card charge in the place of Tax charge

Hi,

 

I wish to charge a 3% credit card charge for ALL transactions, regardless of the geo zone, but I would like the price to appear without it and the CC charge to be added to the grand total in the checkout process. I assumed that I could create a new tax rate and name it Credit Card charge but it doesn't seem to work for all zones.

I have no need for the zones whatsoever, so how could I just knock out what I don't need and just keep one single line global zone that this charge would apply?

What would you suggest that should I change in the DB?

 

PS: I am using the 'Print or Fax Credit Card Form' contrib payment module, not the default CC payment module.

Please, if someone knows how to achieve this... it is very frustrating! For some (European) customers the credit card 3% charge is added just fine. For others, not. How can I make this persistent for all countries (zones) without having to add it to the product/service value beforehand?
