newly installed oscommerce shop site

got it uploaded & basically configured, but i need to set it up properly.

 

i am selling music cds (which i have recorded)

each cd title has a different price.

i am selling from australia, so i have set the price for each cd to NOT include any taxes.

 

i want to set up the shop to do the following:

 

1. charge a flat rate of $2.72 on top of each cd for orders shipped ANYWHERE IN AUSTRALIA, and then put 10% goods & services tax on the whole order.

 

OR:

 

2. charge a flat rate of $19 on top of each order sent ANYWHERE OUTSIDE AUSTRALIA, and NOT CHARGE any tax.

 

can anyone help me with instructions on how to configure the store to do this?
