HTTP 404 error

Whenever I try to access a page other than the index page, I get an "HTTP 404 - Page cannot be found" error. Can someone please take a look at my includes/configure.php code and tell me what I'm doing wrong?

I don't think these should be empty in your config. Sorry to be brief, but it's late and I'm not confident i know exactly what's wrong. I just think those three lines need to be populated.
