you need to CHMOD the file named in the error to something other than 777. I think it is 755 or 644 but i forget. If you do a search I know it has been mentioned atleast 20 times in the past couple of weeks.

You might try using a program like SmartFTP (it's free - http://www.smartftp.com).

If you log in using your appropriate ftp permissions and settings, you will be able to find that file, right-click it, and then you will see a properties/CHMOD option. When you click that you actually are given a list of checkboxes that you can check and uncheck to give or take away the appropriate permissions. It has 3 groups (owner, group and public) and you can give or take away permissions to read, write and execute for all three userclasses. Sometimes this can help you be certain you have your permissions set right, seeing clearly who has what instead of perhaps putting in the wrong number.

For what it's worth, 744 lets the owner read, write and execute, but lets group and public read only.

For Linux/Unix servers set permissions to 444 or 400

For Windows servers set to 644

The chmod command only works on Linux/Unix servers, and does not work on Windows. For Windows you need to set permissions via the File Manager in your web hosting control panel, or via a Telnet or SSH connection.

You need to find out if your site is hosted on a Windows server. Also check to see if you can change file permissions via a File Manager in your web hosting control panel.

Are you CHMODing the includes/configure.php file in CPANEL or Via FTP ???

You must change this via FTP and NOT CPANEL......
