Help with Manaual config of configure.php

Hello, I had to manually install the DB and configure the config files because I am using PHP5. I am able to get to the admin panel but many of the headigns are not showing up and the functinlaity of the actual admin panal is not working. I am pretty sure this has to do with the seetings in the admin config file, espesically my absolute URLS and and FS settings.

 

Can someone take a look at this and see if they see anything screwy. I am on a windows-based web server (I didnt include the HTTP for security reasons):

the http items are necessary to help you with the rest. the security reasons are the database connection info.

your domain name is public to the world, why would it be a security reason here?
