VAT for UK and EU but not the rest of the world

I have just set up a UK site selling products globally, is there a way that VAT can be displayed and charged for customers in the EU and excluded for non EU customers.

Well, yes and no....

I'm facing the same (Denmark) and a contribution is available (European VAT Zones) I think it's no 1004.

However I can't download the file at the moment, but the description seem to indicate this is the right one.

Also, with your download of standard OSC there should be a folder "Extras".

There is a file for this issue, however with only 15 member states.
