Setting mandatory fields

I've got a number of forms containing the customer's contact details on this store I've been asked to alter e.g. "New address book entry", "Create account" etc.


There is no conistency. On some there is an asterix beside the County field and not on others. In some cases it is actually mandatory and in others not (the asterix doesn't seem to correctly denote whether or not it is).


Can someone please tell me how to specify which fields are mandatory and which files I need to look at and also how to add the asterix etc. I have no FTP access so this is proving tricky via the File Manager in the admin area.
