Unable to write to configure.php

Hello everyone, I was trying to figure out why on my website bellamercato.com, when you click on hyperlink, the address changes. Below is my configure.php file, would I change it in here, as you can see, my host names is everywhere on this file. Also, I just started a week ago, and as you can see, this isnt a walk in the park, as I've only been able to change my header.
