links page on my site

Go to a root level file like privacy.php, open it and save it as e.g. links.php, and then change the FILENAME at the top to LINKS. Then go to includes/languages/english/privacy.php, open that and save it as links.php, and change the HEADING Title and NAVBAR title.

Then go to includes/filenames.php and add it to the list of files defined there.

If you want to add it to an existing info box e.g. Information then go to includes/boxes/information.php and add it to that list of page links. Then go to includes/languages/english.php and where you see the links for the Information box add it to that list.

That's it.

is it possible to have a seperate links page on my site and if so how do i go about setting it up ??

You would better off adding a contribution, like Links Manager. It setups up the pages for you, has a page for visitiors to submit their own links and lets you manage it all in admin.
