How to create a new popup?

I have searched osC docs, the contributions, and this forum, and I have not found a solution, but I'm sure this wheel has been created before...someone please give me some guidance.

 

I want to create a link a static link on every product page, that will link to a popup window that explains "product condition ratings". Creating an html link is not the problem, but I have no idea how to create the popup window with a close window feature.

 

Although I'm not completely html iliterate, i am a newbie for php/sql/osC, so if any of you can point me in the right direction, I would be grateful. I my be making this whole process more complex in my mind than it really is, and if I am, tell me that too.
