Look at the knowledgebase file mibble is talking about and you'll see that you need phpmyadmin to attempt to fix things. http://www.oscommerce.info/kb/osCommerce/Common_Problems/14 now, find out from your ISP how to access your mysql then give me a shout (or someone else on the forum) and we'll try to help you fix things.
