Flat rate and UPS

I want to set up a flat shipping rate for the 48 states and I want it to calculate UPS shipping charges for international, Hawaii and Alaska. Is there any way to do this? I saw the multiple zone contribution, but that is not what I want. Any help would be appreciated.

Set up two Tax Zones: 'USA' containing the lower 48 states, and 'World' containing all the international zones that you want to ship to. Then select 'USA' as the Shipping Zone for the Flat Rate module, and 'World' as the Shipping Zone for the UPS module.

This is what I am looking for, however, when I go to set up the details of the Zone I get the following error:

Thank you for all your help, I am getting there. Okay, so now I fixed the error, is there a way to select certain zones? I know you can select all zones from the drop down but can you select certain ones from the drop down?

I am trying to select the 48 states but the drop down menu will only allow one selection and in the world I want to select all but the US. Can this be done?
