Restrict International Orders?

Is there a spot where I can restrict international orders from being submitted? I have had two orders in a week that have been submitted from International countries?

 

I'd like to either:

 

A ) Restrict these orders without having to do chargebacks

 

or

 

B ) Charge them an International Order Processing Fee

 

Currently we are using table based shipping charged whereby it's costing us money as we are only charging them 6.95 or so, since the are only ordering one item, however even an International Priority Mail shipment will cost a minimum of about $12.00 or so.
