Using an IP address in place of 'localhost'

due to an error in my databases, my site is unable to open. My hosts suggested using my IP address, 69.500.212.24, in place of 'localhost'

 

a ) is this a good idea, and b ) what are the steps of changing it? where do I go in the control panel to do this?

Instead of using localhost, try using 127.0.0.1 - this is the ip address for 'localhost' and is used by some servers in place of 'localhost' - especially those running on Red Hat Enterprise Linux.
