Language Specific images are not shown

I'm a little confused as to what's going on. This is a new installation and all images display correctly except for the ones that are language specific. Like the Quick Find, Reviews, Add to Cart, etc, icons. The permissions are correct (all read) and the file location as well, but they won't show. Any suggestions where to look? Thanks,
