The DOWNLOAD OPTION? HELP?

I recently noticed my store (http://www.danewsstand.com/store) has a "download.php" file, and when I try to access it, it gives me an option to enter a "screenname" and "password".

 

Say I wanted to use this to my benefit, and sell downloadable files on my site. How would I go about setting up a database that could access these "screennames" and "passwords" so people could view the page. Is it something that's done under the admin panel, or elsewhere.
