Manually adding Accounts from admin

I was to set up a list of accounts from the Admin section and not have anyone be able to signup publicly.

But the above contribution doesn't seem to be compelete.... does anyone have any other suggestions on which way I should go about doing this...

 

Even is I can't have a wholesale site, how about a way to manually add accounts rather than signing up each account from the public site, I'd do that, but the website sends a confirmation email out.
