On the product display page how can I display only OUT OF STOCK if no quantity of the product exists?

 

Also, is there a way to disable the permanent cart feature?

In the admin section under Configuration, Stock, Mark Product Out of Stock.

Edit the Mark Product out of stock to say whatever you want.

 

Just put OUT OF STOCK in the field.

But it is not shown on the product page only the shopping cart.
