Possible error in Knowledge Base article

In Tips and Tricks>Moving Country to Top it states:

 

In catalog/create_account.php about line 442

 

Find:

 

echo tep_get_country_list('country')

 

 

Change To:

 

echo tep_get_country_list('country', '223');

 

 

This returns an error, however removing the ending ";" seems to work. Please understand I know almost nothing about PHP and only got this to work through slash and burn.
